Moalboal, on the southwest coast of Cebu, is home to one of the great spectacles of Philippine diving: a resident shoal of millions of sardines that swirls just off Panagsama Beach, close enough to snorkel from the shore. Green turtles feed along the same reef, and Pescador Island, a short boat ride away, adds a dramatic coral wall and a cathedral-like cavern.
Diving here is mostly easy and accessible, with shore entries and short boat trips, which makes Moalboal popular with beginners as well as photographers. Day trips also run south towards Oslob and to the reefs of Badian.
Moalboal's dive centres are concentrated along Panagsama Beach, many with their own accommodation.
